MIDI router might help you, it can send just non-note data. You could have 2 instances, 1 passing just the notes and the other just the ccs. I don't know of a ready-made filter for excluding all except certain ccs. Steve
there is a JS midi tool FX on my sig. i didn't understand what you mean exactly, but you can try it, it may solve your problem. if not, just tell me, i'll try to help.
my english is not so good to understand every word, so i try with questions. as the header says, you want to filter notes and CC's. with notes i think you don't have any problem because the midi tool can filter them. the CC's. do you want to filter them ? , as with notes somthing like filter CC - 0 up to CC 65 ?

Do you know about piz midi plugins? near the bottom of the page. With a combo of some of those plugins and this plugin chained togeather in various ways you should be able to do just about anything with midi. Whatsup, thanks for this plugin.
