it's program dependent as to which works best, experiment. I find that 'efficient' causes the least phase problems - but dosen't really sound the best. but, if you want to split hairs about it.
Try to avoid timestretching the transients if you can, stretch the tone and the decay and cross-fade the spikey bit to it. If you use SWS Fill the gaps it works this way. Check out Adam's videos on how it works and how he uses it in his workflow; it's worth a little time investment. >
If possible i would still avoid stretching, you can always slip slice and fade to remove doubles, you lose some room noise but in the mix it gets lost anyway so no worries ;)
