I have an external hard drive which i write all my music to. If i reformat my internal hard drive, reinstall reaper, the plugins, and load the song project, will i have all the effects with the settings i last left them with? -Jake

It should be fine. Just make sure the format/OS reinstall doesn't touch your project drive. I would disconnect it completely to be safe. I've done this a few times with no problems. Just make sure your project files are on the same drive as your audio data so they don't get lost. To be on the safe side, maybe finish up the most important projects before doing this.
